Waikawa Beach Subdivision (2007)

Location: Waikawa Beach, Horowhenua west coast

Client: NZ Wise Holdings Ltd.

NZ Wise Ltd has applied for subdivision of two lots in rural zoned land adjacent to the settlement of Waikawa Beach on the Horowhenua west coast. Waikawa Beach lies in the very south western corner of Horowhenua District, with its boundary with Kapiti District being located along the edge of the southern sections in Reah Mackay Grove in Strathnaver subdivision. The applicant wishes to subdivide Lot 2 DP 361434 and Lot 1 DP 77586 into 44 rural residential allotments ranging in size from 2002m2 to 3519m2.


Hudson Associates was engaged by NZ Wise Holdings Ltd in December 2006 to assist in providing further information in relation to their application for subdivision. Following the Horowhenua District Council’s decline of the NZ Wise application in August 2007, Hudson Associates was engaged to modify the original 44 lot subdivision design. This work was completed in September 2007, with the design being the one now before the Court with 36 residential lots and a central open space/sewage disposal field layout.


The Evidence includes the analysis of the coastal environment, the development context, and the review of relevant planning provisions and statutory framework, discussion regarding Outstanding Landscapes, and the proposed mitigation.
